If the forks are stuck and not cycling, the first thing to do is to make sure the fork lock-out is not engaged. 

If the lock-out is not engaged you can break them loose by straddling the bike and lifting the front wheel off of the ground and then dropping it back down with some force. In most cases, the forks will cycle as normal after that.
